An ELT can sit quietly in the tailcone or cabin for years, but its compliance status is not passive. A depleted battery, unregistered 406 MHz beacon, damaged antenna lead, or incomplete inspection record can turn a required safety system into an expensive discrepancy. This aircraft elt compliance guide explains the practical requirements U.S. aircraft owners, operators, and maintenance teams should address before the next annual, ramp inspection, cross-border trip, or avionics upgrade.

Start With the FAA ELT Requirement

For most U.S.-registered civil aircraft, 14 CFR 91.207 requires an approved emergency locator transmitter. The regulation also establishes the recurring inspection and battery-replacement requirements that drive day-to-day compliance. There are limited operating exceptions, including certain training, testing, certification, and ferry situations, but an exception should be verified against the specific operation rather than assumed.

The key point is that carrying an ELT is only part of the requirement. The installation, battery, controls, crash sensor, transmitted signal, and maintenance records all matter. An ELT that is installed but overdue for inspection is not a compliant solution.

Part 91 does not universally require every domestic general aviation aircraft to carry a 406 MHz ELT. Many older 121.5 MHz units remain legal when properly maintained. However, 406 MHz systems offer a major operational advantage: they transmit a unique digital identification code that can be registered to the aircraft and monitored by satellite search-and-rescue systems. For aircraft traveling internationally, operating commercially, or receiving a substantial panel upgrade, a 406 MHz ELT is often the more practical long-term choice.

Aircraft ELT Compliance Guide: The Required Schedule

Two maintenance dates should be controlled carefully: the annual ELT inspection and the battery replacement due date.

Complete the inspection every 12 calendar months

The ELT must be inspected within 12 calendar months after the last inspection. This is commonly coordinated with the aircraft annual inspection, but it is a separate regulatory item that needs to be recorded. The inspection should verify proper installation, battery condition and corrosion, operation of the controls and crash sensor, and sufficient radiated signal from the antenna system.

A visual check alone is not enough. The technician should confirm that the unit is secure in its approved mounting tray, the remote panel switch functions correctly where installed, and the antenna cable, connector, and antenna itself show no damage or deterioration. In a 406 MHz installation, the unit identification and registration status also deserve review.

Replace batteries by the required date

Under 14 CFR 91.207, the ELT battery must be replaced or recharged when 50 percent of its useful life has expired, as established by the manufacturer, or when the battery has been in use for more than one cumulative hour. The manufacturer's battery expiration date is the practical control point for most owners.

Do not substitute a generic battery because it appears physically similar or has the same voltage. ELT approval is tied to a specific unit, battery type, and installation configuration. Use the battery pack, kit, or approved equivalent specified in the ELT documentation. An unapproved battery can compromise both compliance and the transmitter's ability to operate for its required duration after an accident.

Battery replacement usually calls for more than changing cells. It may require a new seal, placard update, operational check, logbook entry, and proper disposal of the old battery. Some units also require the battery expiration date to be clearly marked on the exterior of the transmitter.

Select the Right ELT for the Aircraft and Mission

Choosing an ELT is not simply a question of 121.5 MHz versus 406 MHz. The aircraft type, existing wiring, required approvals, antenna location, operating environment, and intended travel all affect the correct system.

A fixed 406 MHz ELT is the standard choice for many certified piston aircraft. It remains mounted in the aircraft and normally uses a remote cockpit switch. Models with built-in GPS or an approved connection to an aircraft GPS source can transmit more precise position data. That can materially reduce search time, but the position interface must be correctly configured and approved for the installation.

Portable and survival ELTs can be appropriate for certain missions, but they have different stowage, activation, and operational considerations. An automatic deployable ELT is a more specialized system generally associated with larger or transport-category aircraft. For experimental and kit aircraft, the equipment selection may be more flexible, yet the installation still needs sound engineering, dependable antenna performance, and a clear maintenance plan.

A personal locator beacon is not automatically a substitute for an aircraft-required ELT. A PLB is valuable supplemental survival equipment, particularly for backcountry and overwater operations, but it should not be treated as a regulatory replacement unless the aircraft's operating and approval basis clearly supports that arrangement.

Register Every 406 MHz ELT Correctly

A 406 MHz ELT is only as useful as the information tied to its hexadecimal identification code. After installation, register the beacon through the appropriate U.S. registration process and ensure the record identifies the correct aircraft, owner or operator contact details, emergency contacts, and other requested information.

Registration needs attention after more than an ownership transfer. Update it when the aircraft registration changes, emergency contacts change, or the ELT is moved to another aircraft. Registration records must also be renewed on the required cycle. Treat that task like updating an aircraft insurance policy: the beacon may transmit successfully, but rescuers need current information to act on the alert quickly.

Before purchasing a used 406 MHz ELT, verify that its digital ID can be properly reassigned and that the unit has no unresolved registration issues. The sale should include the installation documentation, mounting hardware, remote switch if applicable, antenna specifications, and maintenance history. Missing components can erase the apparent savings of a used unit.

Test Without Creating a False Alert

ELT testing must follow the manufacturer's instructions. Uncontrolled transmission testing can trigger a false alert, interfere with emergency monitoring, or produce misleading results. For 121.5 MHz testing, accepted practice is generally to test only during the first five minutes after the hour and limit the transmission to no more than three audio sweeps. Confirm the procedure for the specific ELT before testing.

A proper inspection may involve a dedicated ELT tester capable of checking 406 MHz output characteristics without sending an actual distress message. This is especially important with modern 406 MHz units. Simply listening for an audible tone on a handheld radio does not confirm that the digital emergency message is correctly encoded or that the full system will perform as intended.

After any test, verify that the ELT has been returned to the armed position. A surprising number of avoidable discrepancies occur because a unit is left in the OFF or ON position after maintenance. The cockpit remote switch, local switch, and any annunciation should be checked as a system.

Document the Work and Protect the Installation

ELT compliance is easier when the aircraft records tell a clear story. The maintenance entry should identify the ELT inspection or battery replacement, the date, the applicable manufacturer instructions, the battery part number where relevant, and the next battery due date. For a new installation or major change, retain the approval and installation data with the permanent aircraft records.

Physical installation details deserve the same attention as paperwork. The transmitter must be installed in the approved orientation and location, with a mounting arrangement designed to remain secure in a survivable impact. Antenna placement, cable routing, grounding requirements, and separation from other avionics can affect radiated performance. A clean panel upgrade can also create hidden ELT issues if wiring, antennas, or GPS position interfaces are disturbed during the project.

For aircraft with aging avionics, a 406 MHz ELT upgrade is often a logical time to inspect antenna coax, replace marginal connectors, and evaluate whether GPS position input is feasible. The lowest equipment price is not always the lowest installed cost. A compatible system with available installation support, approved components, and straightforward future battery service can be the better value.
